It's much easier to control the narrative if you know beforehand what the critics will say. Making those critics reliant on your money doesn't hurt either.

The full front page of Sweden’s daily newspaper @SvD today is an ad from The Swedish Armed Forces.
Translated: “A FLAG WORTH DEFENDING. We defend human rights, everyone’s equal worth and our right to live as we ourselves choose.”

The Swedish Armed Forces have been consistent with this messaging for years now.
Their 2017 tweet:
